The Counterterrorism & Security Education and Research Fund, or CTSERF, is a relatively obscure organization led by Steven Emerson. Similar to Steven Emerson's Investigative Project on Terrorism, a review of tax filings shows that all of the grant money to CTSERF is transferred to Emerson's for-profit entity, the International Association of Counterterrorism and Security Professionals.

According to CTSERF's recent tax filings, the organization was "established by officers of the International Association for Counterterrorism and Security Professionals (IACSP). The research and educational designated funds are therefore granted to IACSP, which in turn makes the research grants." 

In 2012, CTSERF’s revenue was more than $2 million. Since 2001, the organization has received more than five million dollars from donors in the Islamophobia network.
